The Tourism Ministry became among the first departments to implement ‘Performance Management in Government’ as recommended by the Administrative Reforms Commission (ARC).
The ARC had recommended the Performance Management System to be put in place in each of the Union government ministries, incorporating the best practices including performance agreement systems. The government has been stressing on its implementation.
“The idea is to fix objectives and targets which are outcome -oriented and not just input oriented,” said a senior official.
The ministry, meanwhile, has finalised performance agreements for all officers of joint secretary and below rank in consonance with the priorities and objectives for tourism. This incorporates the 100 day plan, the official said.
The ministry’s focus for performance agreements included timely collection of inbound tourism data, timely inspections of hotels and restaurants applying for classifications or approvals, manpower skill development, new policies and identification of new sites for tourist activity.
